Joseph Silver is a scientist in a dream-research facility in the city of Metropolis, who invents a dream based time machine that allows his astral body to travel back in time and possess his own teenage body. This also gives him special dream based superpowers, which he uses to become Astralad in order to one up Superboy and Clark Kent.
