Mister Twister
A "master criminal" who "twists crime to do unexpected and completely fools the authorities" by doing exactly the opposite of what the police are likely to expect. He is in reality mot a criminal at all, but rather well-known author Dan Judd, who has recruited a gang of henchmen and embarked on a career in crime for the sole purpose of accumulating material for a new book, and who fully intends to return all his stolen loot once the book is finished. When Mister Twister's henchmen turn on him and make off with the loot he has collected, author Judd helps Superman apprehend them, but he still must serve a six-month prison term for the crimes he committed (Act No.96, May 1946: "Haircut --and a Close Shave!").
