Mister Twister
A master criminal who twisted crime to do the unexpected and completely fool the authorities by doing the exact opposite of what the police were likely to expect. He was in reality not a criminal at all, but rather well-known author Dan Judd, who has recruited a gang of henchmen and embarked on a career in crime for the sole purpose of accumulating material for a new book, and who fully intended to return all his stolen loot once the book was finished. When Mister Twister's henchmen turned on him and made off with the loot that he had collected, author Judd helps Superman apprehend them, but he still had to serve a six-month prison term for the crimes he committed (Act No. 96, May 1946: "Haircut --and a Close Shave!").
