"Checks" Ross

The leader of the Blackout Bandits, a gang of ruthless criminals and “masters of electrical sabotage” who have been blacking out the business establishments they intend to rob by tampering with the city’s electrical cables and then striking without warning under cover of darkness. The Blackout Bandits are apprehended by Superman in August 1950 (Act No. 147: “Superman Becomes Miss Lovelorn!”).
