Martin

A Metropolis political boss who is the secret mastermind behind a crooked “insurance society” which offers small, low-cost life insurance policies to elderly poor people as a means of tricking them into signing applications for larger policies, payable to Martin’s chief henchman, so that Martin can, in turn, have the elderly purchasers murdered and collect their outstanding death benefits. Martin and his henchmen are apprehended by Superman in October 1940 (Act No. 29).
