Stix and Hubro
Stix and Hubro are members of a villainous faction from Dimension Z that come to Earth and represent themselves as constables of the "Inter-Dimensional Bureau of Investigation." They manage to trick Supergirl into returning with them to their Dimension in order to answer for crimes she had never committed (Act No. 327, Aug 1965: "Supergirl...Fugitive from Justice!", Act No. 328, Sep 1965: "The Ordeals of Dimension Z!").
