Double-Header

Double-Header was born with two heads, despite the fact this is not really a super-power he tried out for the Legion of Super Heroes anyway and was rejected for having a useless "power" and for being twice as annoying than the average moron. He would later join the Legion of Substitute Heroes (DCCP No.59, Jul 1983: "Ambush Bug II" and others).
