A crooked Metropolis office seeker, hopeful of a mayoral appointment to the post of highway commissioner so that he can enrich himself through graft, who was the secret backer of The Highwayman, a play which ruthlessly lambasted honest John Randolph, the only other candidate under consideration for the post. Corcoran was ultimately apprehended by Superman, but not before he had murdered The Highwayman's author in an attempt to frame Randolph for the crime (S No. 43/2, Nov/Dec 1946: "Lois Lane, Actress!").
