A mobster serving a life term in State Prison, the “number one boy in the rackets” until his capture by Superman one year ago, who deliberately but surreptitiously birngs about the worsening of prison living conditions and then foments a series of riots designed to protest them as part of an elaborate scheme to bring about the firing of the warden and his replacement by a Casan crony who will make it possible for casan to live the life of a big shot even while in prison. After deliberately allowing himself to be convicted and sentenced on an embezzlement charge in his Clark Kent identity so that he can investigate prison conditions from the inside, Superman helps authorities bring and end to the riots and ultimately exposes Phil Casan as the mastermind behind them (S No. 83/3, Jul/Aug 1953: “Clark Kent—Convict!”).
