A "mysterious crime mogul" whose capture by Superman in August 1957 comes as the culmination of an elborate scheme, devised by Perry White, in which Superman creates and assumes three fictitious identities --that of a part-time grocery clerk named Buster, a reckless pilot named Winters, and an escaped convict named Sam Baron, alias Lathrop-- as part of a ploy to entice the Organizer into summoning him to his hideout (S No. 115/3" "The Three Substitute Supermen!").
