The villainous quack who is the “proprietor†of the Cobalt Clinic, where unfortunate victims of “infantile paralysis and other forms of bone and joint malformations†are charged sky-high prices for worthless cures and medicinal pills that are in reality nothing but sugar. Cobalt and his accomplice Grafton are apprehended by Superman in July 1940 (Act No. 26).
