A criminal organization that operated solely in Metropolis, comprised of a loosely organized group of common criminals who banded together in an effort to compete with the city's other organized crime group known at that time as the 100 (see the 1000).

The Skull organization remained this way until Dr. Albert Michaels of S.T.A.R. Labs began working for the group and turning over discoveries and technologies made by S.T.A.R. that the group achieved any notoriety. As part of the organization, Michaels recruited other brilliant scientists into the syndicate, but none were as brilliant as he. During this time, the Skull organization was responsible for transforming Roger Corben into the second Metallo (see Metallo (Roger Corben)).
