He is in reality Quigley, a "famous big-game hunter" who began hunting people instead of animals because "I-I thought hunting human beings would prove more profitable!" The Archer is apprehended by Superman in November-December 1941 (S No. 13/2).
On Earth-2, the Archer returned many years later seeking vengence but was apprehended by Superman of Earth-2, Lois Kent of Earth-2, and Jimmy Olsen of Earth-2 (SF No. 221/4 Aug 1982: "Arrows of Vengeance").
