He is in reality Quigley, a "famous big-game hunter" who began hunting people instead of animals because "I-I thought hunting human beings would prove more profitable!" The Archer is apprehended by Superman in November-December 1941 (S No. 13/2).
The Archer returned many years later seeking vengence but was apprehended by Superman, Lois Lane, and Jimmy Olsen. (Superman Family No. 221/4 August 1982 "Arrows of Vengeance" a "Mr. & Mrs. Superman" story)
