The director of the Rehabilitation Society, a charitable organization for the rehabilitation of ex-convicts that is in reality a front for the underworld operations of Bixby and the so-called “reformed†criminals he is supposed to be helping. Bixby masterminds an elaborate scheme to trick Superman into refurbishing and remodeling a run-down hotel so that, once restores to its former elegance and grandeur, it can be used to entice wealthy guests for robbery and blackmail, but Superman thwarts the scheme and apprehends Bixby and his henchmen in January-February 1951 (S No. 68/3: “Superman, Hotel Manager!).
