The "meanest man in town," a "cruel junkman" of the mid-nineteenth century who takes fiendish delight in inflicting cruelties on defenseless animals until Superman and four members of the Legion of Super-Pets—Beppo the Super-Monkey, Comet the Super-Horse, Krypto the Superdog, and Streaky the Super-Cat—soar through the time barrier to the year 1866 to teach the hard-hearted Atwill a richly deserved lesson in kindness to animals (S No. 176/1, Apr 1965: "The Revenge of the Super-Pets!").
