Clark Kent's Kandorian double and a member of the Look-a-Like Squad that takes the place of their Earthly counterparts (Jimmy Olsen, Perry White, Lois Lane, Lana Lang) as needed by Superman to foil criminals.
A relative of Kal-El (Superman) which explains their close resembalance.
