The novels are canon, but as far as the comics, it was in Superman No. 257

In the comics

The novels are canon, but as far as the comics, it was in Superman No. 257 October 1972: "The Greatest Green Lantern of All" by Elliot S! Maggin. according to this site [1] So I guess it was his idea.
