The Weather Wizard
Mark Mardon, a traditional nemesis of the Flash is the Weather Wizard. The evil criminal uses all types of science (stolen ideas and a wand from his scientist brother) to control weather and its effects for villainous purposes. The Weather Wizard crosses paths with Superman when he influences WGBS weatherman Oscar Asherman to predict freak meteorological phenomena in Metropolis.
When Superman and the Flash investigate the mystery by paying a call on the villain in jail, it is revealed that the Weather Wizard wants to unleash Kryptonian "Black Lightning" on Superman so that he will go into a murderous rage and kill the Flash. Fortunately, the effects of "Black Lightning" are thwarted because the heroes have switched identities before visiting the nefarious master of elements.
