Brek Bannin, a 30th century being from the hottest equatorial region of the planet Tharr, is able to generate intense cold radiations. Polar Boy is rejected as a member of the Legion of Super-Heroes, but shows leadership qualities and becomes the chief organizer and leader of the Legion of Substitute Heroes (Adv No. 306, Mar 1963: "The Legion of Substitute Heroes").
