Tarik the Mute
Thirtieth century organizer of the first Legion of Super-Villains, originally a group of teen criminals and evil-doers from across the galaxy. Tarik turns to a life of crime after being made mute by a stray blast from a Science Police laser. He subsequently blackmails Colossal Boy with threat to his parent's lives to help him train his recruits at a School for Super-Villains, an act that leads to Colossal Boy's temporary expulsion from the Legion of Super-Heroes (Adv No. 372, Sep 1968: "School for Super-Villains!").
