Super-Caesar
Rufus Caesar, a scientific and mathematical genius spends much of his life obsessed with Superman. Eventually, he is compelled to attempt to drain the Man of Tomorrow's powers one-by-one for himself. Caesar takes on too much power too quickly, and the reversal process necessary to save his life leaves him powerless and brain-damaged, a shadow of even his former self.
