Kru-El is a Kryptonian terrorist who invented a host of forbidden weapons. Ultimately his own cousin Jor-El, Superman's father, managed to stop his terrorist plots and sentenced him to the Phantom Zone. Jor-El then sealed Kru-El's forbidden weapons in a box and shot them into outer space. This box would end up falling to Earth many years later.
