Commissioner James W. Gordon
Commissioner of the Gotham City Police Department. He is Batman and Robin's link to the police and summons the Caped Crusaders either by the Bat-hotline or Bat-signal.
He is also one of Superman's most valued allies as evidenced by intergalactic gamblers Rokk and Sorban's high regard for him in "The Super Gamble with Doom!" (WF No. 150, Jun 1965).
