The name given to the clone of Jim Harper, a Metropolis policeman and former super-hero, who is described as "a good friend, a good Captain of Detectives, who died in battle." In January 1971 the Golden Guardian is released from his Life Chamber by the adult Newsboy Legion in order to aid Superman. His self-described mission, "to defend—to protect" (SPJO No. 135: "The Evil Factory").

The Golden Guardian is a surrogate father to the Newsboy Legion and is the crime-fighting partner of Jimmy Olsen and Superman.
