A ruthless "gangland genius" and originator of numerous "cunning criminal schemes" who, in return for a fee of $1,000,000 paid to him by the czars of the Metropolis underworld, concocts an utterly inhuman scheme "to wreck Superman's career" by tricking the Man of Steel into accidentally detonating a powerful "super-explosive," thereby obliterating the city of Metropolis --along with its millions of inhabitants --in an awesome "super-atomic blast."
