Emilio Storm, a criminal with a costume that gives him the power to generate whirlwinds by spinning very fast, is the Whirlicane. He proves to be not especially formidable and is defeated by Superman at the same time Superman is carrying Pete Ross's sick son Jonathan Ross with him in order to prove that Clark Kent is indeed his secret identity (Act No. 457, Mar 1976: "Superman, You're Not Clark Kent -- and I Can Prove It!").
