A resident of Kandor who, along with his girlfriend Joenne, volunteers to dispose of Gold Kryptonite after a piece of Red Kryptonite is modified by Phantom Zone villains. Jay-Ree and Joenne are successful in aiding Superman but are briefly exposed to the Kryptonite and lose their potential super-powers forever.
