A ruthless Nazi villain, so named because of his hideous vampirish fangs, who, having plumbed the ocean depths in a special “super diving- bell” and taught a slew of horrifying sea monsters to obey commands communicated to them by means of a special whistle, obtains permission from [[Adolf Hitler]] to use his gruesome sea creatures to ravage Allied shipping and disrupt the flow of lend-lease goods between the United States and Britain.
