Dan Brandon
"The prominent civic reformer" at the head of a citywide campaign to persuade the mayor and the city council to replace Metropolis’s worn-out streetcars with newer, safer buses, and the secret mastermind behind an elaborate scheme to sabotage the city’s streetcars—thus causing a series of serious accidents designed to spur the streetcar replacement effort—so that he can heap lavish under-the-table commissions on the sale of new buses to the city.
