Al Bandar
The leader of a gang of criminals—headquartered in a secret cave situated on the floor of Painted Valley in the heart of the Western desert and equipped with a large, camouflaged doorway for the concealment of a private plane—who, fearful of the possible discovery of their hideout, made a concerted effort to prevent chemical manufacturer James Hibbard from constructing a factory and town in the valley, only to be apprehended by Superman in Summer 1944 (WF No. 14: "Desert Town!").
