The power mad dictator of a faraway world, who, having deliberately blinded the entire population of his own planet, with the exception of himself and his hirelings, by means of an evil sight-destroying bomb, has organized the now helpless, sightless populace into a vast army of wretched slave laborers for the purpose of forcing them to work without respite, under the most cruel and despicable conditions, on a insanely megalomaniacal landscaping project whose purpose remains a mystery to the blinded slaves, but whose real goal is nothing less than the reshaping of the entire planet into a colossal three-dimensional portrait of Drago himself, a titanic monument in his own image, designed to “spin in space through eternity!”
