The "power-mad individual" who is the head of the [[Gold Badge Organization]], a "secret terrorist organization" determined to "smash the government" and seize control of the United States. In July-August 1941 its members blow up the entire [[Metropolis]] suburb of [[Metrodale]] in retaliation for the recent arrest of some GBO members there, then extort tribute money from a Metropolis bank president by telling him that his bank will be "levelled to ashes in a few minutes" unless he complies with their demand.
